Developer Land Securities has submitted an outline planning application to Medway Council to redevelop the 700 acre Chattenden Barracks and Lodge Hill Training Area site.
The proposals would deliver up to 5,000 homes in phases over 15 to 20 years, with a quarter provided as affordable.
The plans also include new offices for small businesses, community facilities including schools and health services, along with other business space, shops and two hotels.
Half of the site has been set aside for parkland, allotments, community gardens and woodland.
Colette O’Shea, head of development, London portfolio for Land Securities, said: “We are pleased to announce the submission of an outline planning application to Medway Council, which establishes our overall vision for a truly sustainable development for Lodge Hill.”
Land Securities was selected in 2008 as a partner by the Defence Defence Infrastructure Organisation, which manages the estate of the Ministry of Defence.
The developer will also invest in road and transport infrastructure.
